You may try switching back to Legacy Theme.
Temporarily revert to the legacy theme may bring back the Refresh Preview button. I saw this on Reddit Pbi Community yesterday.https://www.reddit.com/r/PowerBI/comments/1n0brm9/where_did_power_querys_manual_refresh_preview
