I want to build a codex of definitions for my measures and create a tooltip page that has a table of that codex. Then, my hope is to somehow make it so that when a viewer hovers over a visual, it displays the text defintions for any measures involved in that visual (or the specific measure that's yielding the implied results). I stumbled upon SELECTEDMEASURENAME but it appears that only reflects the name of the measure itself, not the one I'm going for.
For now, I am just using that tooltip page and applying a filter onto each visual that invokes which measures are within that visual, but this is a very time intensive task. Is there any better ways?

I think the method you're currently using is the best for the user interaction with the report, you're making it easy for the user to know what the measure means. I've honestly never experienced another way that would lead to this.
