    Column = sumx(FILTER('Table','Table'[Date]<=EARLIER('Table'[Date])&&'Table'[FacilityName]=EARLIER('Table'[FacilityName])&&'Table'[MaxProduction]=EARLIER('Table'[MaxProduction])),'Table'[MaxPerMonth])
