    Sorry, try this

    Running Total by Sex = 
CALCULATE(
	COUNTROWS('tbl1'),
	FILTER(
		ALLEXCEPT('tbl1', 'tbl1'[Sex]),
		'tbl1'[Date] <= MAX('tbl1'[Date]) 
	)
)
