Row subtotal position | not working

Hi ovetteabejuela,
By my tests, it is caused by the the setting of Row header.
You should turn off the stepped layout under Row header, then when you set the Row subtoal position to be top, it will work like below.

My best guess? During the upgrade of the matrix, there were 2 matrix buttons. You could convert an old matrix to the new matrix by clicking the button. Try changing it to a table and the. Back to a matrix and see if that fixes it.

Thanks Matt, however it doesn;t work stil..
Let me try to clear a few things:
1. My PowerBI desktop is up-to-date
2. The old Dashboard is working (for Row Subtotal Position,). I even switch it to top and bottom and it does respond.
I did your suggestion:
1. I selected the Matrix.
2. Changed it to a "Table"
3. Changed it Back to Matrix.
4. Changed the position to top and bottom (nothing happened))
5. I did this more than once.

Like I said, it was a best guess. Try creating a new Matrix and see if that works as you expect.

Hmmmm... I am suspecting this is a bug of the recent update? I just couldn't understand why an old PowerBI dashboard would still work.
The problem I initially shared is via laptop, today I grabbed a desktop and tried but the same thing is happening.

By my tests with the latest version of Power BI Desktop(2.64.5285.361 64-bit (November 2018)), it seems that the Row subtotal position works like below.
Is this your desired output?
