Row and Column Header doesn't match, due to indirect relationship

Expected:

Hi,
The above is the sample format of the report.
I have taken Organisation from two different tables, but they're having indirect relationship (no direct relationship).
I have totally 5 Organisation, need to diaply all the 5 Organisation on both row and column, but I'm getting only few Organisation as attached.

How to fix this issues, whether it can be possible using any measures.

In the image, Org1 & Org1 has value, simillary Org2 and Org 4. Org3 and Org5 we don't have value, I want to remove this against column wise and also other column instead of blank need to replace with zero. 

I have tried to replace with zero using measures, but it showing as,

What is the Values field on the matrix visual? Can you show how the original two tables look like with some mock data? Is the Values field from only one table or calculated based on two tables?

@Umadhandapani , best to have two independent dimensions and create measure based on those with these values .

Or join with dim to the org column of both tables
