Sum of avg headcount = Sumx(Values(Table[Year]), [Average headcount])

Avg of leavers = AverageX(Values(Table[Year]), [leavers])

or use isinscope to change measure

if(isinscope(Table[Year]), [Measure1], [Measure2])
