Row Level Security - Allowing managers to view indirect teams/division/etc

I have currently set up Row Level Security using an Email Address hierarchy path as follows:

Email Hierarchy: Employee 1 | Team Lead | Manager | Department Head

I've then set up a role for Managers with the following DAX:

CONTAINSSTRING(HierarchyTable[EmailHierarchy], userprincipalname()

My question is, how can I allow Managers to view results outside of their reporting line?

This can come in the form of:

Managers viewing a whole divisional level outside of theirs, or it could be allowing them to only view an external team.

The Hierarchy table has the following format:

Employee Name | Email | Division | Region | Team | Manager's Email | Email Hiearchy

I have created an Excel file to record exemptions:

Employee Name | Org Unit Level | Organisation Unit Name Required

As en example, Ben (Manager) has requested to view New York Office, which is outside of his reporting line.

Excel file will look like the following:

Employee Name | Org Unit Level | Organisation Unit Name Required

Ben | Division | New York Office

I am trying to work out how to connect the tables (Excel table and HierarchyTable) so that:

When Ben jumps in, he can view both his direct reports as per Hierarchy Table, as well as any specifications created in Excel Table - in this case it's viewing anyone sitting in New York Office.

Any assistance would be greatly appreciated!
