Rolling Average by Bi-Weekly Periods

Hi,

 

I am trying to calculate 6-month (13 bi-weekly periods) rolling average of a count of occurences (based on the date of occurrence, the count is added as a measure for each bi-weekly period).

So, if the count is 20 for Period 1 (say, 01-Jan) and 0 for the next 12 periods, I am hoping to get a rolling average value of 1.54 for the 13th period (20 divided 13) and so on.

Please help!
