Return rate for certain shopping carts

Hi,

 I need the return rate for certain shopping carts. For exampel:

shopping cart = 0,- until 8,99

-> return rate 10%

shopping cart = 9,- until 17,99

-> return rate 12%

...

Return rate and shopping card values are measures.
