Retrieve a value from a table using the value of measure

Hi there, I'll do my best to explain my situation...

  • I have hourly annual data for multiple projects (8760 values per project), which I sum together (per hour) based on a user project # checkbox slicer input.
  • Once the values are summed for every hour (dependent on the selected projects) they are multiplied by an annual increase value i have for every year from 2022-2040.
  • I then want to find the max of these sum and increased values by year (shown in green).
  • I also want to have a measure that backtracks out the hour of year (HOY) that this summed max value occurs...

Hopefully the excel screenshot below helps explain what I'm struggling with. I appreciate any insights you may have, thanks!
