Restrict Exporting of underlying data
How do I restict users from exporting underlying data without disabeling the summary export function.

In Power BI Service, after disabling “Export Data” in Power BI admin portal, users are unable to export summarized data and underlying data. There is no method to restrict user from exporting only underlying data.
However, in Power BI Desktop, using the “Export data” option, users are only able to export summarized data.
