Resource Management DAX and Visualizations

According to your description, you wan to " filter by project, task, and resource to see how many hours they are currently assigned".
First we need to create a right relationship between our tables. This will determine the filter context after creating our visuals.

Second,For the "filter by project, task", you can create a slicer visual to realize it , for this , you can refer to :

Third,"see how many hours they are currently assigned",you need to put the fields in the table you need and select the visuals to put in and see the data is right or no.And for first you can use the Table or Matrix visual to test the data until you get the right result.

And for if you need to write dax ,this is determined by your business needs.If you place the field on the visual and configure the corresponding sum/count: It still doesn't meet your needs, then you may need to create some measures.
