I am trying to make the bar chart smaller, but I keep loosing the X axis values. See below;

Did you set the type of the x-Axis on 'Categorial'? (instead of continues)

Based on your screenshot, you have created column chart visual rather than bar chart visual in Power BI Desktop, right? I tested the scenario as yours, when I drag the dark frame boundary of column chart visual to resize it, everything works well. However, the data range and related X axis value will be covered when I make the chart very small.
To further troubleshoot the above issue, we need to know the version of your Power BI Desktop and what operating system your desktop resides in. In addition, please make sure that you use the latest version of Power BI Desktop.

Thanks for the reply. Yes it a column chart. I have updated to the lastest May 16 update ( I have the tooltips feature). Also I tried the same in BI service and the result is same. I am not really making the chart very small.
