I get the following message when I try to create a VNet data gateway :
I get automatically Self Service BI and the Premium Per User - Reserved (PP3 sku is not supported) is greyed out.
I activated the Fabric administrator role in the Microsoft Entra roles and I went to the Admin Portal in Microsoft Fabric under Capacity settings :
And when I try to check my subscriptions :
I am a little be confused here because I see that under my Microsoft 365 E5 subscription Power BI Pro and there is another section for Microsoft Fabric (Free) where Power BI (Free) is listed.
I tried to check with my colleague subscroption, he has 3 sections :

what am I am missing here ? do I need a premium licence ?

You have a Power BI Pro license so that means you can access and create and consume artifacts on a Power BI Premium/Fabric Capacity.
For my organization, to create a VNet, a user would need additonal access as an admin to create the gateway and pair it with a subnet(s). Since subnets are part of the Azure suite, you'll also need at least admin rights to the resource.
EDIT:
Seems you are at least a capacity admin of a premium capacity. Guess next question would be is the subnet address already registered?
