Report like SSRS

I want to create a report in BI similar to an SSRS report with the columns across the top and be able to group by a column or two.

What is the best way to do that in BI would anyone know?

As audreygerred  said, you can't create paged reports in power bi desktop, you can create paged reports with Report Builder and use paged reports visualization in power bi desktop.

Can you do these in Power BI Desktop by just adding a Paginated report or does this need to be done using ReportBuilder?

There is a Paginated Report visual in Power BI that you can use: Create and use the paginated report visual - Power BI | Microsoft Learn

However, this renders pagination in desktop - the building of the pagination still happens in Report Builder. That being said, the model you build in Power BI desktop is the same model you will use for report builder - no need to create a new one.

What Iam trying to find out is can I create a Paginated report in Power BI desktop as I have a connection to a sql DB from desktop. The example you give makes me try to create the paginated report in Power BI online.
