Report builder pricing

I am new to Power BI.

I need to created paginated reports.  Does using Report Builder require Power BI premium?  My data is in the form of CSV/XLSX or can be accessed using REST.  I just need to create reports locally.  

for now I just want to create a report and export as PDF.  I don't think I need to publish to Power BI Service.

Report Builder itself requires no premium. Publishing a report created with Report Builder in Power BI requires premium capacity in the service and a Power BI Pro license for the author.
