I have a report with a few shapes in it that I have added actions too, like being able to click the shape and a slicer panel pops up. I have only now realized that they are different from buttons, and I want to implement a hover effect, but this cant be used on shapes. Is there an easy way to swap my shapes to buttons without destroying my actions/bookmarks/layer order?

it should be reworked because these actions are linked to the object in your case it is a shape and you need to reconfigure it on the buttons.
