Right after posting this I tried adjusting the background for the tooltip and it looks like if you set the background to 100% transparency the ribbon tooltips no longer show up!

Helper IVThat totally worked! Setting the tooltip as a report page, then setting the transparency to 100% hides the tooltip for the ribbon, but keeps it for the bars! Thank you!
