    You could modify the formula as shown below.

    IsDuplicate =

    COUNTROWS (
        FILTER (
            Logs,
            Logs[LogCNumber] = EARLIER ( Logs[LogCNumber] )
                && Logs[LogTime.1] = EARLIER ( Logs[LogTime.1] )
                && Logs[LogID] < EARLIER ( Logs[LogID] )
        )
    )
        > 0,
    TRUE (),
    FALSE ()
)
