After testing, I'm afraid that the default visual of Hierarchy slicer can't implement it. Maybe you could import a custom Hierarchy Slicer from AppStore to have a try.

There is a workaround for this:
1. Create entries at Org3 for every parent in Org2 even if it's blank. You can name it something like "N/A" for example.
2. Create the hierarchical slicer by dropping in Org1, Org2 and Org3 as fields in the slicer.
3. Select the slicer, and in the "filters on this visual", in the filter for Org3, select all the items except the ones you named in Step 1 ("N/A").
