Did you have a date table in your model and use the date column from the date table? And please check if you select show item with no data(uncheck it).

Does anyone know if it would be possible to achieve the same result using a slicer instead? I would like to be able to switch between month with the data and without. Thanks

try using the filter pannel and filter the Y axis value greater than 0.
