Remove Row that have all 0s or all positive values in Matrix Table

Hello, 

 

I am new to the platform and I would like to remove rows that contain all 0s or all positive values in a matrix table.

For each given item ID there are on hand inventory balances for each month projected. I just want item IDs that have all 0s or all positive values throughout the months to be removed. How can I do this? If it is a measure, what would be the measure be?

Measure = if(sum('Table'[balance])<=0,blank(),sum('Table'[balance]))
