Relationship not activating

I am trying to show a visual with the question verbiage for each question within a module (see 'duplicate of performancy by question tab)   Currently it is showing me all questions, but I only want it to show what is selected in the filter.  I've created a relationship but it does not seem to activate, any help is appreciated.  https://1drv.ms/u/s!Ava_12t7CNJtkErozt6_HEkAFGEO?e=3ZUgEn    it should look like what I have in the "performance by question" page.  thank you.

    I checked it out. But there too many bidirectional relations.

    Try to make one-directional unless most needed.

    1-1 relation. If the tables are related 1-1, why so many table, data could be part of one table only. Look at the data relation and make 1 to many single directional.
