Regarding KPI Indicator

Hi All,

 i want to show the KPI numbers in my report, i tried with Cards but no use not able to do the conditional formatting , how to show the below KPI's in report.

KPI1

KPI's the target is 3, it is not reach the target so want to display % and count along with down indicater.

if it's reached the target i want show like as below

how to achive this? is there any alternate way to display.

any help would be appriciate.
