I have an excel spreadsheet that is updated on the quarter and 3 quarter hour from JDE and the AS/400 to a network folder (replacing the file each time). In Power BI I have 8 30 minute refreshes running - on the hour and half hour. When our users have this report/dashboard link up in Chrome and do a refresh on Chrome, the last date updated (coming from within a column in the sheet) and the data is not showing any update for at least an hour ago. We need to this to be more real time. We are using this as a shipping scheuduler.
Any and all help would be greatly appreciated.

Have you checked if the refreshes has kicked off at your expected time?
The schedule refresh don't kick in at exactly the same time that you have mentioned in the scheduler. for example, if you have scheduled something at 8:30, it doesn't necessarily mean it will start at 8:30. There are other activities that are priorities on top of refreshes and they only kick in when there are resources available on the server to carry out the refresh.
Here are the start and ending scheduled times
Have you checked the data after it refreshes. Is it picking up the right file and updating the information using the right column. If it has refreshed successfully, it should update the data.

Maybe you can consider to put this file into onedrive or sharepoint and use onedrive refresh to handle file update:
Use OneDrive for Business links in Power BI Desktop
BTW, please do not attach sensitive data.(you can do mask on them)
