Rdl to fillable pdf

I'm trying to create a fillable PDF form from a rdl report file. Is this possible? Rdl is in NAV 2017 and NAV creates a PDF from the rdl. I've tried editing the rdl in report builder but it doesn't have the fields I need for the PDF form (check boxes, signature). I saw a post that said the SSRS editor can be used to create a fillable PDF from rdl but we don't have SSRS installed. Can the Power BI editor create a rdl that will output as a fillable PDF?

I'm just looking to modify an existing rdl report (the report layout). The data entry is handled by MS Navision (where the report is stored). I want the PDF output to have user editable fields (text box and a signature) like a PDF fillable form.

Hi - I am not sure what you mean by Power BI editor? If it is Power BI desktop, no. To do any sort of write-back or data entry in Power BI you could integrate Power Apps. I am not sure if it the same for pagination or not.
