Would something like this help?

Rank TC Parent City 2 = RANKX( ALL( 'Table'[Parent and TC City], 'Table'[Parent Org] ), [Monthly Lines] )

It seems to work in both of your scenarios.

RANKX(
    ALL( 'Table'[Parent and TC City], 'Table'[Parent Org] ),
    [Monthly Lines]
)

It seems to work in both of your scenarios.
