    Try the following formula:

     

    Sorting Rank = IF (
    HASONEVALUE ( DATA[Consolidation] ), 
    RANKX ( ALL ( DATA[Consolidation], DATA[Level Leader] ), [Sort Measure], , ASC, Dense)
)

    It shows this ranking
