Hi guys,
I created a Power BI report and added some roles using RSL features. Now I need to share the report with many users, but not everybody has a Power BI Pro license. I would like to know if there's a way for these users to access the report, even with a free license?

Yes @miikasa i have mentioned alternative ways too "If upgrading to Premium is not an option, consider the alternatives like embedding or exporting reports based on your specific needs and constraints."

you have to assign the roles to the user in power bi service Goto security > select Roles > assign users to that role. That will work.
else if the report is embeded in application pass role and Filter to the report from front end this way you can assign RLS to the users
