RLS with incremental refresh
Can we implement dynamic row level security along with incremental refresh enabled?

The answer is yes. You can set Row-Level Security (RLS) to manage roles firstly, please see the link Power BI Desktop Dynamic security cheat sheet, which described the detailed steps. Maybe it doesn't work, there are some tips to let it work and test it efficiently.
Then you may configure Incremental refresh , and the Incremental refresh policies are defined in Power BI Desktop and applied when published to the Power BI service, see more detail steps: Incremental refresh in Power BI Premium .
