Hey,
I am wanting to have the ability to have RLS off for the home page (so users can see all data), however for the remaning pages I want RLS to be active so the underlying and detailed data is secure.
I currenlty have RLS working across the report however the front page is also being filtered.

RLS is set on the dataset. If you want the home page not to be restricted by RLS, you need to use data tables without RLS on the home page. That is to say, the data of the home page is independent of the data model of other pages.
