RLS in BI Desktop (without BI Service!)
Morning
i am developing reports in Power BI Desktop and making them available to users in Report Server so not using BI Service at all.
i have created roles in Desktop to allow me to apply RLS but cannot add users to these roles as I am not using BI Service.
Can I somehow make use of the RLS without BI Service? Can I add users to roles in Report Server?
not sure if I’m even asking the right question so all help much appreciated...

Currently, RLS only works when publishing Power BI reports to service, as we need to add members to roles on service site. Power BI Report Server doesn't support this feature.
You could vote this idea here and add your comments to improve Power BI and make this feature come soon.
In addition, if your data source supports RLS, you can configure RLS on data source side. After publishing report to Power BI report server, set the data source credential to "As the user viewing the report".
