You need to create two security roles:
Admin
Basic User
Filter the Basic User to only see the pages you want them to access, don't filter the Admin role. In PowerBI.com, put 'Everyone except external users' in the Basic User role and put the Admin AAD group in the Admin role.

That almost addresses the issue, except that I'm not entirely clear what you mean by "put 'Everyone except external users' in the Basic User role." When I go to add users to roles, the only option I'm presented with is to "Enter email addresses.'
I've also just discovered that the "Member" and "Contributor" roles in the workspace will apparently ignore RLS entirely. Is that correct, and if so, do you know of any way around it?
