    mertolocel , Use it in countx like this

     

    CALCULATE(COUNTx(FILTER(Employee,Employee[Start Date]<=max('Table'[Date]) && (ISBLANK(Employee[End Date]) || Employee[End Date]>max('Table'[Date]))),(Employee[Employee Id ])),CROSSFILTER(Employee[Start Date],'Table'[Date],None))
