Hi @Gokul,

You can create a clustered column chart with category column and value column, then right click on value fields and choose 'show value as' -> 'percent of grand total' and go to format table to turn on data label and modify visual title.

Did you mean display your data labels on top of visual? If you meant display top of data label, it is impossible. (category data label can only list on external of axis) 

What axis you mean? Can you please share some sample data and expected result for test and coding formula?
