Question about Power BI Embedded
It might be possible but embedded reports are still Pro to Pro sharing.
I need a pro account to securly share it and you need a Pro account to view it.
There is the public embedd code which can be used by free users but is designed for sharing no sensitive data.
Like this one:

Last question is of course purely hypothetical as it goes against the terms of service.
Weird stuff may happen with filtering since Power BI uses something called persistent filters to make sure the report looks the same for returning users. There are also personal bookmarks and other features that could causes issue with multiple users sharing an account.
Although if you are referencing this type of Power BI Embedded ignore everything I have said:

Yes, I’m talking about Power BI Embedded. It works as follows:
For each client, my company pays for a Power BI Pro account. When a dashboard is created, it is published to this exclusive account for the client, and via Power BI Embedded, this dashboard is displayed on the web platform.
My question is: couldn’t I have a master Power BI Pro account where I publish all the dashboards for all clients and, via Power BI Embedded, manage the display and access of these dashboards client by client? I remember that when I joined the company, it was explained to me that it was done this way due to a token limit that Power BI Embedded has per account, which limited the number of dashboards that could be displayed in Embedded. However, I am not aware of this information and imagine that the data analyst before me was mistaken.

I even remember that the previous analyst asked me to check the functionality used in this link:
Available Features - Get Available Features - REST API (Power BI Power BI REST APIs) | Microsoft Learn
And the "Usage" field could not exceed 90, but this field was never different from 90.
