I'm not sure about accessing different versions of Power BI through my organization, but I'll be sure to ask my DBA about it if this comes up in the future.
In the meantime I was able to recover a previous version of my file by downloading from a published version and bring it up to date.

According to your description, please confirm that you have updated Power BI Desktop to the latest version.
