Measure =
VAR __Month = MAX('Actual'[Mth])
VAR __Quarter = MAX('Actual'[Qtr])
VAR __Table = FILTER(ALL('Actual'), [Qtr] = __Quarter && [Mth] <= __Month)
VAR __Result = SUMX( __Table, [Value] )
RETURN
__Result
