QTR Spend Matrix

Hello! I need some assistance in writing a measure that looks at an initiative with a start, end date, and Annual Total/Spend.  I would like to use the results in a matrix but could also apply it to a line chart with a date hierarchy on the x-axis.  Here's some sample data: 

Here's what I would like to be able to see out of this (or something similar)

My current measures just aren't returning the correct numbers per quarter so I'd appreciate any help I can get! Thanks everyone!
