Q&A visual trained from text or similar?

I have a PBI dashboard and am experimenting with the Q&A visuals to allow users to ask questions about our dataset. 
We also have a accompanying report text containing useful narrative, additional analysis regarding the dataset and its topics. Is there a way to integrated this into the PBI dashboard via the Q&A or similar NLQ or LLM.

I guess I could splice in the text from the PDF report as a new table in the dataset but am unsure how to structure this or even if this would work.

Ideally on top of or separate to the Q&A visual I am looking for a co-pilot assistant / chatbot you may find on an advance PDF viewer - you can ask questions and it would bring up relevant responses from both the text narrative and/or the PBI dataset. 
Presently there is not too much narative text, it's a PDF document of approximately 100 pages.

According to your description, you have report text with useful narratives and additional analyses that you would like to display in the DashBoard and combine with Q&Avisual to achieve the effect that users can ask questions about the dataset and find relevant data.
1. Integrate report text: Integrate text content from PDF reports into Power BI dashboards by adding the text as a new table to the dataset.
Extract the text from the PDF report through the PDF conversion tool and save it as a CSV or Excel file, which will be used as the corresponding data source.
You will need to try out these data sources to create the corresponding report information tables in power bi, i.e. structure the text data into tables, making sure that each paragraph or section of text has a unique identifier.
Create Relationships:You can create relationships between the text data and existing data sets in order to make correlated queries in the report.

Create a Q&A visual to ensure that Q&A recognises and queries the imported text data (this is a training process).
Regarding Q&A in Power BI, there is a specific vocabulary for recognising it, but of course you can also train it by associating synonyms.

2. You want to enhance Q&A functionality
In your report you could try to turn on Copilot for Power BI to enable rapid improvements in the ability of the Q&A visual object to understand user questions.
(Although the Q&A visual object and its natural language processing capabilities do not rely on generative AI).

If you want to implement adding AI toolman to the Dashboard, you may need a higher license (Power BI Embedded)
Embed Power BI reports into custom applications using the Power BI Embedded API.
Integrate services such as chatbots in your application.
