Is Q&A available on the Power BI Desktop or is this only limited to the Power BI Web Version?

Only in the Web version.

Power BI Desktop is for modelling and report creation. The webversion is where the report and dashboard consumers are meant to be and thus where you can have dashboards and interact with them in advanced ways.
