Put Measure on Rows in Matrix

I have a dataset that I've put some parameter filters on (top in "red" below).  So whenever I change those parameters, the "Item Classification" column changes and shows a different Classification.

A snippet of the DAX for the "Item Classification" measure is below.  Is it possible to put this measure on the rows next to the "Issued" column (near the front)?  If so, could someone help provide a more detailed solution for me?  I have no idea how to achieve this.  It's easy to do in SQL if you hard-code the items in "red", but I want the user to be able to control that.  I basically need to be able to sort by the "Issued" column, and then by the "Item Classification" column, and have the Qty Requested be in the Values.
