When I publish my pbix file to Service I notice both the report and dataset get updated. Please can you tell me how to publish only the report and not the dataset? (the reason being that my dataset on Service gets updated every day but by desktop dataset does not)

If you don't mind working on the dataset in a separate file to the report, open up the report in powerbi web and download the file as a copy of report with live connection to data online. Rename the file to be different to the dataset then publish that.
I've found that keeping the dataset in a separate file to the report also lets me publish the report to multiple workspaces without having to delete and save as copy.
This option will however force you to basically always have the two files opened when you work on the report... as any new measure, any new data, column, etc. will first need to be added to the dataset file, then published, then you update your report, then you add your measure, amd republish the report .... etc. Worked like this on a lot of reports in the past and it was really painfull. When we publish, if the dataset has no structure/shema diff vs the already pushished one, there should be an option to skip the dataset publication part....

Sorry ,it is not supported yet currently and there is no other workaround.
When you republish the report, if a change in the dataset is detected, the dataset will be refreshed first and then the report will be refreshed.
