Super UserIn the PowerBI service, under manage gateways you might have to grant her permissions to publish reports using the data source.
On the dataset, click on the '...' and go to 'Manage users'
This will bring up the list of users that have permission to publish reports using this data source.
I am able to see it but it does not allow me to add a User.
