    Yes, the region of the user's Power BI tenant (which correlates with the billing country) can affect whether non-certified visuals are available in Power BI Desktop's “Get more visuals” experience.

     

    Microsoft has implemented regional restrictions for non-certified visuals, especially due to concerns around data governance, privacy, and compliance. Here's how it breaks down:

     

    1. Certified Visuals
      1. Available globally, regardless of billing country.
      2. Pass Microsoft’s additional validation (security, performance, etc.).
      3. Can be freely used in both Power BI Service and Desktop.]
    2. Non-Certified Visuals
      1. Visibility and access in Power BI Desktop can be restricted by region or tenant settings.
      2. Still available globally through AppSource via browser, and can be downloaded manually (.pbiviz) and imported into Desktop.

     

    Suggested Workarounds

    1. Manual Import:
      1. Download your .pbiviz file from AppSource.
      2. In Power BI Desktop, go to "More options" (three dots) → Import a visual from a file.
    2. Certification Path (if wider visibility is desired):
      1. Certification lifts regional restrictions and makes the visual more discoverable and trusted.
    3. Promote Via AppSource Link:
      1. Share your AppSource link directly with users.
      2. This bypasses the Desktop discovery limitations tied to region.

    Thank you for reaching out to the Microsoft Fabric Community Forum. Thank you andrewsommer, for your inputs on this thread. And, I have identified few workarounds that may help resolve the issue. Please follow these steps:

    When a visual is published but not Microsoft Certified, its availability may be limited. Uncertified visuals can be restricted due to:

    • Tenant settings (administrators can limit visuals in the Power BI admin portal)
    • Billing country or region restrictions (based on publisher settings in AppSource)
    • Organizational AppSource settings (for managed tenants)
    • Power BI Desktop version or region settings (older versions or non-standard regional installations).

     

    Check Admin Portal Settings: Ask the tenant administrator to review Power BI Admin Portal → Tenant settings → Export and sharing settings → Certified and custom visuals. Ensure that settings permit all custom visuals. If only certified visuals are allowed, custom visuals will not appear unless Microsoft Certified.

     

    Confirm Visual Target Regions: Publishers must specify target markets when publishing to AppSource. If markets were restricted, the visual will not be visible to Power BI Desktop users in other countries. Verify in Partner Center that all relevant countries are selected for availability.

     

    Check Billing Country Impact: The billing country can affect visibility. If the user’s Power BI billing country is not included in the visual's settings, it will not appear in "Get more visuals". Ensure the billing country matches one of the allowed markets for the visual.

     

    Confirm Power BI Desktop Version: Ensure the user is using an updated Power BI Desktop version. Older versions may not fully refresh or access the latest AppSource content.

     

    Certification Status (Optional but Recommended): Microsoft Certified visuals are trusted and more widely available. Consider applying for Microsoft Certification to maximize availability and trust.
