Publish report

I have my inhouse manufacturing ERP which comprises of HR sales, Finance , Production etc and we have different dashboards are running through 3rd party tools and users accessing it regularly through web portal

Now i want most of my analysis to be publish in PowerBI web  and Parodically  update the dataset as well .  As we have lot of user base with access restriction  on data  i am bit confused what will be the best way to publish the dashboard .
