Greetings dear, it is possible to share (being a PRO user) a report through the web (powerbi service) to a user who has a Free license?, if so, how can you do that?

@Syndicate_Admin Yes technically you can share power bi reports by giving permission access in the power bi service (their email address) and they would be able to access it (new user may get a free trial for pro). Most organizations should have access to this since Power BI Pro is included in both the Office 365 E5 or M365 E5 license packages. You can even share through the Microsoft team as long as you add them to the group 🙂.
However, If the user does not have a license then they cannot access it unless you decide to make it public to everyone on the web but that would be risky - only do this if it is open source data or for testing.

@Syndicate_Admin , No. If you have power Bi Premium capacity, you can publish an app and share it with nonpro users
