What is the primary reason why it occurs? I'm pretty sure it is not intentional, right?

Should we be contacting the network team in I.T., or is this a bug on the Microsoft side?

What Microsoft conveniently ignore is that fact that this "solution" is being met with massive resistance from any reasonably knowledgeable internal IT department.
