Promoted semantic model in not shown to users
Hi all!
I promoted my semantic model in the service. 'make discoverable' option is checked (see pic1).
Workspace settings in t
he Tanent are also checked (see pic2).
The users don't have permission to the semantic model - intentionally.
I want the users to be able to see all promoted semantic models regardless of their permission).
The users that don't have permissions - don't see the promoted semantic model (See Pic3).
Why is that?
What am i missing?

The screenshot below has a reference to Semantic Model's permission classification and description.
To achieve the goal of making the Semantic Model visible to users without allowing them to generate reports, Power BI does not have a direct permission setting. One possible solution is to create shared reports or dashboards based on the semantic model and share them with users. This way, they can interact with the data through the shared reports without having direct access to the semantic model itself.

First of all, even if the “make discoverable” option is checked, users still need at least Read permission to see the semantic model. Without this, they won’t be able to view it, even if it’s promoted.
Also you need to ensure that the users have the appropriate role in the workspace where the semantic model is located. You can look at this document: Semantic model permissions - Power BI | Microsoft Learn
If RLS is defined on the semantic model, it might restrict users from seeing the data unless they are part of the defined roles.

Thank you Anonymous for the fast response.
I must say that the message written under the "Make discoverable" option is confusing:
"Allow users without access to this semantic model to discover it and request permissions ..."
I believed the goal was to expose the semantic model to all the organization's users.
Following your suggestion -
I added user permission to the semantic model (please see attached):
- when I added "read" permission --> the user didn't see the semantic model in the list.
- when I added "build" permission --> the user saw the semantic model in the list and could crearte a report.
I did the same on 2 different semantic models: one with RLS, and one without RLS.
It behaves the same.
What permission should I grant to allow the user to see the semantic model but prevent the option to build reports?
